This paper will cover an overview of Optimal Tax Theory with a special emphasis on the benefits and drawbacks Lump Sum Tax. Covering work Ramsey (1927), Mirrlees Diamond (1971a, b), Slemrod Yitzhaki (1996), Samuelson (1954), Lindahl (1919, 1958) others, compares contrasts foundational works in more recent literature. The purpose this analysis is to shine new light how might be better implemented future. Also considered are maximize efficiency tax scheme while minimizing political unpopularity such unequitable tax, particular ushered end Margaret Thatcher’s career. While ultimate goal any tax-collecting agency ability, not possibile since high-ability, hence, high-income, earners attempt disguise themselves as low-ability (low-income) minimize their burden. Using Rule (1927) Yitzhaki’s (1996) “marginal cost funds”, I compare other taxation schemes, progressive which generally seen equitable those who concerned social justice, regressive efficient concerns regarding enforcement costs associated these schemes; LST would dramatically reduce confusion that comes calculating brackets. argue it enough consider impact but ramifications must also considered; due welfare concerns, politically feasible order successful. benefit anyone interested making current U.S. regime addressing equity its implementation, citing historical examples including U.K., Italy, Romania, Switzerland.
